Description:

5' 10" , approximately 175 lbs., appearing somewhat then.  Has dark hair and eyes, medium complexion with some hint of Mexican features.  His hair is worn only a fraction of an inch long: long enough not to be considered bald, but not so long that it would look odd standing straight out, which at times it tends to do.  Even body hair is shortened on him to avoid the obvious attention getting that the heightened static will bring.  Even so, occasionally tiny sparks can be seen near him.  In his other form, he is a humanoid bolt of electricity, literally an energy being.    He speaks with no trace of an accent in either language.

Background:

      Daniel Garcia was born in Texas, back in 1965.  He never had any strong ambitions, but was very good with his hands.  Even as a young boy, his mother frequently caught him trying to take apart appliances.  It was no surprise when his interest in electricity took him to a trade school to learn about electrical design and repair.  He got a job at a local firm repairing stereos, VCRs, TVs, and other gadgets.  If it was electrical, he could fix it.

      He was working at his bench in 1985 when he had the back off a TV as he had done hundreds of times.  He was adjusting the tube alignment when he was surprised to see what appeared electrical energy coming out of the bottom of the unit.   He saw it coming right at him as his hand slipped and his tool made contact.  Simultaneously he got a jolt as the ball of energy entered his body.  Immediately his hair was frizzed, but he seemed to be all right, although he was somewhat embarrassed.   Some co-workers who witnessed the event were confused upon what they had seen, and raised questions.  Dan was sent to the Emergency room, just to be safe, taken by one of his friends.

      He noticed then the way all his hair was staying on end, and the occasional sparks off of his body.  He didn't feel it, but it made him feel like something out of a TV comedy.  The doctor's looked him over and gave him a clean bill of health, but told to rest for the rest of the day.  They also told him several symptoms that if he DID experience them, to return to the hospital.

      Returning home, they started hearing about the NeoTek incident, and some of the strange things happening afterward.  His friend joked with him that maybe he had seen one of those things today, and they both laughed it off. A little later, they stopped at a convenience store to grab some drinks, and were the only ones in the store at the time.    Then another man came in, with a ski mask on.  He entered and pointed the gun at the clerk, asking for the money.  As Dan and his friend approached the gun was pointed at them as well, and then back at the clerk, as the man told them not to move.  

      Dan found himself very upset.  He had lost an uncle to a similar hold up man.   A few sparks lit up around him, and the gunman looked at him in awe as flickers of electricity seemed to start to dance around Dan's form.    The gunman pointed his weapon at Dan once more, as Dan raised his hand as if to warn him off.  But at that moment the electricity jumped off of Dan and onto the Gunman.  He went into convulsions on the floor.  For a moment he held the gun but later dropped it as he lost some of his motor control.  The clerk quickly scooped up the gun and called 911, giving Dan a look.  

Dan was left staring at his own hand in amazement.

      He was pegged a local hero, even labeled the "Living Taser", and re-examined by the doctors.  They still could found nothing wrong with him.   But by now everyone could notice the odor of ozone around him – the air itself seemed to carry a slight charge near him.  His hair proved to be uncontrollable in this static field and he was forced to shorten it to a bare fraction of an inch.   After the excitement died down, he went back to work.   Soon however, political pressures forced him to seek employment elsewhere.

      As the years progressed, Dan found out more and more about his powers.  He could shoot electrical bolts, dampen or short out electrical devises, even affect the electrical content of a thunderstorm.  Later on, he found that he could actually transform himself into something like electricity.  As electricity he was essentially a fast flying, highly charged ghost.  Unfortunately, the years for him did not show – He stopped aging that day in 1985 – No one believes, unless they have known him for long, that he is in his mid thirties, which has been an eternal problem for him when going into age-restricted establishments.  Especially when a young 20 year old professes to be 35.  Frequently his ID is rejected as phony.  And his very presence makes his old friends feel…ancient.   He's had a few relationships, but the age thing has usually come back to haunt him – they don't want to look at his youthful face and their wrinkles.

      Dan has done what he could to make ends meet, until the Civil Metahuman Operative jobs came up.  He immediately tried to obtain employment as one, and landed a job with Team Atlanta.    He has become one of their top operatives, but refuses any sort of leadership role.  He prefers to just be in the field.  His sense of justice has become more pronounced over the years as well as he has seen far too many individuals escape justice with little or no punishments. 

      Dan maintains his interest in electronics and has since branched out into computers.   He is frequently found examining new equipment.

Personality:  

      Dan is a hands-on puzzle solver, but usually when it comes to technical matters.  But he's no genius, and Ultra high tech is usually not his field.  He's always willing to help, and is more likely than most T.A. members to put their life on the line if called for.  He's sense of right and wrong has been skewed by the need for justice in a society that seems to be letting too many get away with their crimes.  He won't go over the line, but he's willing to go as close as he can to it.    He's frustrated at times by his age problem, and really is perturbed by anyone who refers to him as the "kid", or one of the "younger members", or something similar.   He keeps hammering his actual age home, so as to make it common knowledge to alleviate his other problems.
