Appearance:

He appears a very muscular, but has a fairly average build.  Has reddish brown hair, worn short, as it tends to curl.  Tattoo on right bicep from service in Navy.  He wears a variety of gear for a costume, but doesn't like anything like a popular costume.  His main option is minimizing wind resistance, as high-speed movement tends to rip gear off his person. Also, he frequently wears special THICK soled shoes, which he still tends to erode fairly quickly. 

Background:

James was only 8 years old when the "event" occurred.  His mother, Cynthia, witnessed the ball of light enter her son while he was taking a nap.   She never told anyone and watched her son closely; especially after the news reports of the mutations took place, and the reports out of Denver and New York of the "orbs".  But he never showed any overt symptoms.  After months of agonizing, she finally convinced herself that nothing was going to happened, and kept the secret.

James grew, excelling in sports, and doing fairly well in his studies.  He had a flare for sports, and did well in track, winning so many 100 yard dash events that he was given the nickname of "Dash".  His father was a career Navy man, and encouraged James to enlist when he graduated high school.  James did so, going into the Navy.  He quickly caught the eyes of several officers and after boot camp and his first tour of duty was encouraged to go in for Seal training.    Intrigued by the opportunity, he agreed.

The training was hard, but thorough, and he seemed to enjoy the challenge. He buckled down, and made it through it, again getting honors.  Most of the action he saw was small skirmishes, war games, etc., and he proved to be a valuable member of the team, achieving his rank in record time.  Until a covert operation in the Middle East came up, that is.

During that fateful operation, things just started going wrong for the team.  An alarm was rang, 2 members were wounded and pinned down.   James was alone and the only one who had ANY chance of getting to them, but enemy fire was coming down.  He finally made a run for it and suddenly found himself outracing the bullets.  Flustered, he checked over his teammates, who confirmed that he had made the distance in a fraction of the time it should of.  He suddenly realized that he had been touched.  

Without thinking much more, he used his new gift, running right up to the enemy and disarming them, and tying them up.  Within mere moments more, he single-handedly completed the mission, and began evacuating his wounded to safety.  

His superiors were surprised.  They saw to it that he was given a medal for his efforts, but were forced by international law to have him discharged from the military, as metahumans were not allowed to serve.  

Once back in the states, he found his Training and powers made him highly in demand for Civil Metahuman Operative jobs.  Picking close to home, he chose Atlanta, and became a proud member of the team, frequently being field if not Team leader.  Many an outside observer has attributed Team Atlanta's success to his leadership.   

His mother still survives, and has told her son what she saw all those years ago.   His father died several years ago after a long illness.

Personality: 

James believes in fighting the good fight, and is not opposed to taking life, but resists doing it when he can avoid it.  He still maintains a military type air about him, although he has been out of the service for over a year.   He realizes that his teammates have for the most part NOT had military training, but does not let that stop him from forming them into a team.  He is NOT as Gung-ho as one might expect, but is a good tactician, and frequently tries other approaches than all-out assaults.  He does not consider failure an option.
